Mulligan's story is that he went to license his four firearms earlier this month at the Raccoon street station - as he does every year. But, when he got there this year police said they could only find two of his permits in their system and could not find the other two - even though he had copies of them. Still, they took those two weapons: One 12 gauge Shotgun and one 9mm pistol.

And, yesterday, he was arraigned for two counts of kept unlicensed firearm and kept unlicensed ammunitions - for those same weapons!

Late yesterday evening, Mulligan was one of 2 persons taken to court in the police van in cuffs. He appeared before Senior Magistrate, Aretha Ford in Court #2 where Mulligan was read four counts, two counts of kept firearm without a gun license and two counts of kept ammunitions without a license. Mulligan pleaded not guilty to both charges.

He told the Magistrate quote, "The system is very dysfunctional." But, it's a firearms offense and he had to be remanded.

After a night in lock-up, this morning he appeared before Justice Herbert Lord in the Supreme Court, where his attorney Ellis Arnold was able to secure bail of $8.000 plus two sureties of $4,000 each which he met this afternoon. Mulligan's next court date is set for October 23, 2019. Attorney Arnold says the case will no doubt end in a lawsuit as his client has been going to register his gun every year and has all the documents for the gun. Arnold called it ridiculous and says that someone will have to be held responsible as his client was arrested, charged and remanded overnight on the matter.
