But with the police involved, does this mean someone will be criminally charged? The public has been demanding that someone be held to account - whether it be the school authorities or those who watched Pablo run by. But Minister Fonseca did not confirm whether the police are looking at levying any charges.

"The police investigation is taking place because the child died and drowned so that immediately trigger police involvement and their investigation. In terms of someone being held criminally responsible, that would entirely be dependent on any evidence that forthcoming from investigation so it's much too early to make a determination about that."

"The public. Yeah. I mean, the public we all want, you know, as I said, we all want closure. We all want to find out exactly what happened. I think that's what everyone wants, you know, everybody wants answers to those questions. So our first obligation is to the family to answer their questions and respond to their concerns. And I can tell you that the family is focused on that. They want answers to their questions. They're not saying, oh, somebody has to be criminally responsible. So we are absolutely, as I said, committed to making sure that we are able, through the investigation to respond to all of their questions and their concerns, and to address them as quickly as possible."
