Ramlogan Running Government Hot With Stream Of Redistricting Letters

The Prime Minister did not announce the election today - but tonight Trinidadian Attorney Anand Ramlogan is warning him not to do so without first doing a redistricting exercise.

Ramlogan fired off two letters in the last 24 hours - the first went last night to Eamon Courtenay who is the attorney for the Attorney General. That one asks for an undertaking that the Attorney General will give Ramlogan's clients five days' written notice, quote, "of any decision to dissolve the Parliament and fix a date for the general election."

And he's asking for this so that he can file an interim injunction before parliament is dissolved - and then asking the court to possibly put a hold the election. He argues, quote, "There is no conceivable prejudice to the state if it simply agrees to provide the requested advance prior notification. This will allow the court the opportunity to adjudicate on the merits of the claim in the public interest and vindicate the rule of law." End quote.

He asked for that undertaking by 4:00 pm today - but Eamon Courtenay responded to him today saying quote, "the House of Representatives is sitting today...it is not possible for us to...obtain instructions within the unreasonably short period you have demanded. ...we expect to be able to take instructions and respond more fully on Monday 10 February." End quote.

Ramlogan has also written to Governor General Froyla Tzalam advising her that his clients are, quote, "concerned that the rule of law and the constitution will be compromised if the government proceeds to hold yet another general election on the basis of the existing electoral divisional boundaries which are in breach of section 90 (1) of the Constitution."

He cautions her not to be, quote, "unwittingly drawn into participating in what would be a most serious breach of the Constitution and a betrayal of the people of Belize."

He asks her for an undertaking that, quote "in the event Your Excellency receives any advice from the...Prime Minister...to dissolve Parliament and fix a date for the general election, you will notify us of this fact...at least five (5) days before Your Excellency proceeds to act on or implement such advice." End quote.

Of course, the date of the election is one of government's most closely guarded secrets - and it appears unlikely that they would let Ramlogan and his clients know this date in advance - but we'll see what next week brings.
