Tonight, 59 year old Haitian American Robert Joseph faces multiple charges for the Murder of Laura Fiorito and 8-year-old family friend Megan Klassen.

The public shooting of their family at the Belmopan market on Tuesday afternoon has terrorized a community and the country.

Tonight, we see the apparently harmless encounter that led up to the murderous attack - and hear from the minister on the need for some psychiatric evaluation of gun license holders:

Tonight, 59 year old Robert Joseph has been charged for two counts of murder and three counts of Attempt Murder for the attack on the Lopes family.

This surveillance video shows him chatting with the family minutes before as they calmly eat an ice cream. And in juts a second he pulled out a gun and opens fire - shooting the husband at close range and then chasing after the wife to shoot her multiple times.

He did the same with their children in the playground.

An unbelievable event that has left an indelible stain on Belize:

"And even though we will see, yes, the statistics are murder are down, it's hard to give people a sense of safety after an incident like that. So can we get your comments on the situation."

"Yeah, that that is a truly tragic situation that we saw unfold. Broad daylight at the Belmopan Market. It truly shocked the entire nation. Everyone just took pause and said, what is actually happening here? Like you mentioned, it's unprecedented not just for Belmopan, but the entire country of Belize. This is something we see on CNN or FOX happening at the malls or schools in the United States, not happening in our country. And so something like that to have happened, it really shows that mental health - and that this is my opinion - mental health is a serious issue that we should all pay attention to, to our loved ones, keep them close to those who never had love, also keep them close and try to show them some love as well."

"And if you need some mental health, reach out to your friends, reach out to your family. You are not alone facing this. And so my heart goes out to the families. In relation to the incident, our good friend, the city administrator as well, and the Garbutt family and the Lindo family. My heart goes out to all of the loved ones who were lost this week."

"It truly is a very sad, sad week for Belize."

"Have you seen the release from the mental Health Association where they suggested that while the audit is ongoing, those who currently have licenses undergo mental health evaluations, A, and B, the red flag la I'm kind of we get your thoughts on whether you think that those types of things should be legislated?"

"You know, since the board was composed a few months ago, I've been getting a lot of calls from gun dealers who sell weapons, saying, why is it that we're not selling any more guns, why are licenses is not being issued? And that's the whole, I have a huge problem with that, because which of these gun dealers are sellers going to the funerals of these victims?"

"We have to get that right. We have to make sure that we put mechanisms in place, that we put different criteria in place. And I totally agree with the Mental Health Association that the board, in coming up and moving forward with the requirements of obtaining a gun license, you have to go beyond just the criminal background check. You have to look at the mental state of that individual."

"So it's not that cut and dry or not black and white that, oh, you have no criminal convictions, so you should get a gun license? Absolutely not. We need to dig a lot deeper than that."
