A second man has been charged for the murder of Elwin Bobo Lewis. Police have arrested 21-year-old Robert Arnold. Previously 22-year-old Travis Herbert was also arrested and charged for the crime.
Lewis, who was a member of the LIU program, was riding a motorcycle on Antelope Street back in March when he was targeted by a gunman. He was in the area to cash cheques for his fellow LIU members.
