And as we went digging through meeting minutes, we noticed that while several projects were discussed there were no references to tendering or bidding processes, or to public procurement guidelines. We asked the Mayor if his council is simply ignoring those procedures.

"Most of those projects when they come in, we have to go through a bidding process and most of the time we do selective bidding to take out all the red tape. Projects take long, look at this one, six years, and so when you have to go through, but we ensure that we always get three proposals or three costs and we go through that, my engineer, my technical people look at it."
