And, going forward, Broaster acknowledged that they'll have to do more education for the benefit of consumers who stock up with bulk purchases during the Tax free days. They buy wholesale quantities but not for resale. But, since there was no tax waiver on whole sale transactions - many of them didn't get the discount - which is wrong.
Broaster explained the discrepancy:

"What happened is that you have retail stores that operate as wholesale stores as well. And so they were of the view that if you claim into buy a case of pampers or a sack of dog chow, that is considered wholesale. So we had to explain that that is, that they know who their customers are. They would know who operate a business as oppose to a final consumer."
"So they can sell 1-2 cases t final consumers so that the consumers benefit from the exemption."
