He means the people will decide in a yet to created second Stann Creek constituency. They already decided in the existing Stann Creek West to re-elect Rodwell Ferguson. A powerful 72% of the voters who came out cast their ballot for him. But after they decided, the PM then decided to take Ferguson out of Cabinet and give him the nebulous post of Minister of State in the Prime Minister's office.
So what will his job be? The PM said Roddo will be troubleshooter in chief:

"Rodwell Ferguson is working through the office of the Prime Minister and so the way I want to, I expect, that he can be helpful to me is that many times I'm just bogged down with the responsibilities of the office, and I'm hoping that he can be like one troubleshooter. There's an issue, you know, you know, in the south, on the north or whatever. I can say, bwai Minister go out there to find out what's going on and then give me advice how best we can handle it. I think he's done has great people, interpersonal skills. You know, he's a good people's person. And I think that he can be extremely helpful there."
