Prime Minister Did Not Show Budna Investigation to Cabinet, He Read it to Them

And while the public may someday see those uncut surveillance videos, Cabinet never did see and may never see the investigative report into the Budna abduction compiled by ACP Suzette Anderson. And while they did not see it, they did get to hear it read to them:

Jules Vasquez
"Have you seen the investigation?"

Kareem Musa, Min. - Home Affairs
"The Prime Minister has the report, and he went over it with us in Cabinet."

Jules Vasquez
"So you're treated like a… you're infantilized. You're a, you're a lawyer, sir. You cannot see the report for yourself. The PM has to read it to you?"

Kareem Musa, Min. - Home Affairs
"No, well, it was to the entire cabinet, Jules. As you know, ACP Anderson provided the report to the Prime Minister. I know you'll feel sorry for me."

Jules Vasquez
"I do. But so from what you have heard, I hope you were taking copious notes as a good attorney. From what you have heard, what is in that report?"

Kareem Musa, Min. - Home Affairs
"The report had, I believe, ten witnesses that have been interviewed. It had references made to the identification by your good self and Budna, it had references made to two surveillance footages. So we do know that they do exist. And then, of course, the conclusion after interviewing all these witnesses in terms of the next step forward, which is, the appointment of an independent investigator as requested by yourself and many other Belizeans."

Jules Vasquez
"So reference the two surveillance video footage. Have you seen them yet?"

Kareem Musa, Min. - Home Affairs
"I have not seen them yet. Jules. I don't know what you saw. So when I try to get involved, you have a problem. And when I don't get involved and try not to prejudice an investigation. You have a problem with that, too? You need to give me a better directives, because..."

Jules Vasquez
"I'm just saying that, that as the minister whose responsibility it is..."

Kareem Musa, Min. - Home Affairs
"My understanding Jules, and it is in the right place, that after the independent investigation is done and it is forwarded to the DPP that we will see that video footage. All of us will get access to that video footage."

Jules Vasquez
"What would be your suggestion?"

Kareem Musa, Min. - Home Affairs
"Yeah, so it's something that we all want to see. Let us start there. An independent investigation. We have all called for it. The law currently provides for the police department. They're the only entity that can investigate."

"I heard, I think Dickie Bradley recommended that a retired judge. Criminal judge with all the experience. They would be ideal. Whoever that retired judge is, of course, that they are still, able to carry out such an investigation to be appointed to something like this. That is something I would support."

Jules Vasquez
"Now, in terms of the Attorney General. - a man known to take advice - have you consulted with them? He Is your former law partner. He will make the decision."

Kareem Musa, Min. - Home Affairs
"Yeah. He's going to give recommendations based on the practice. Like I said, regionally and what is available to us here in Belize. And so we will have to see how it is that the independent investigator can work overseeing the police work, moving forward, before, again, it goes to the DPP."
