And while the flu fear has dominated the news recently, crime –
as evidenced by this weekend’s mayhem and murder – crime continues
to be a national emergency all its own. And now Commissioner Crispin Jeffries
is the man who has to bring down that crime rate. He was sworn in on Thursday
and today he was introduced to the media along with his new command team by
the Minister of National Security Carlos Perdomo.

“In managing these changes, we will endeavour to ensure that the public
enjoys measured service delivery whilst holding the Commissioner of Police and 
all members of the Department to a greater standard of accountability through
Ministerial oversight. The wholistic approach being taken by the Ministry in
managing these changes should see the Police Department move into a more professional
service oriented and people friendly organization.”

“When I took over on Thursday, I indicated that the twin pillars of
my leadership will be equip and train. We want to equip our department and we
want to train our department properly to deliver the service.”

“For some reason in the police the supervisory elements are not as
strong as they should be in a disciplined force, at the Corporal level, at the Sergeant level, at the Inspector level, and at the Superintendent level, and
I think we need a new leadership that will insist that that type of supervision
takes place. With Mr. Jeffries and these new officers they will have to do it
or else their performance level will be down.”
Jeffries will be assisted by five Assistant Commissioners of Police.
Those just promoted to that post are, from left to right - Noel Leal who will
be in charge of Special Branch, Elodio Aragon Jr. who will take over management
services, David Henderson who remains as the Officer Commanding Eastern Division,
and Miguel Segura who will take over as the head of National Crime Investigation,
and the other Assistant Commissioner is James Magdaleno who will take over from
Jeffries as the Commander of Operations. The present Deputy Commissioner is
Allen Whylie and he will move over to the Ministry of National Security where
he will be the new CEO – taking over from General Lloyd Gillet. A date
for that handover has not yet been announced.
