And another councillor with news was Wayne Usher. You’ll recall
that the council database of driver’s licenses was raised and those identities
used in money laundering\internet gaming scandal. Well Usher whose in charge
of the Traffic Department went to the Financial Intelligence Unit who told him
who is not responsible.

“We have changed completely the database at the Traffic Department.
The system that we had was formally from Fultec but there was no contract, that
contract was already ended. So we had no problem in changing that system for
another system that is still currently being put. Everything is not yet all
together done, there is a little bit here and there remaining but it has changed
from Fultec to a new system, that’s one. Secondly, we have been cooperating
with the FIU and the end result of all their investigation has shown and indicated
that was not the fault of anyone at the City Council’s Traffic Department.
We have been cleared that we were not really involved ourselves in any kind
of wrongdoing in terms of the database. The findings would lead to the understanding
that it was done from outside. Another entity but not from inside the Traffic
Department of the City Council.”

So where was that entity, that’s a service provider, is it via internet?
Wayne Usher,
“It is very difficult for me to say sir, I would be speculating but
we were told, ‘Wayne I want to tell you that it is not the Belize City
Traffic Department responsible for the leakage.”
