Now to go over the charges. There are 24 criminal charges against Mayor
Zenaida Moya, Director of Finance Dwain Davis, Kiran Budrani. For Moya, those
are 22 counts of uttering a false document.
The allegation against her is that on July 13th she uttered upon 22
false receipts for gas that purportedly came from the Esso Gas Station on the
Northern Highway. Each of the 22 receipts was for $70. That’s a total
of $1,540. No pleas were taken because it is an indictable offence. She is then
charged with two counts of failure to comply with city council regulations –
again for involvement with the issuance of payments greater than $50 in cash.
She pleaded not guilty to these charges.
Davis too was charged for 22 counts of uttering a false document for
22 receipts from the Esso Gas Station at mile 2 which he allegedly uttered on
August 14th. Those receipts were also for $70 each. The 23rd and 24th charges
against him is failure to comply with regulations – for which he pleaded
not guilty.
Then there is Dr. Kiran Vanjani, the city administrator was charged with allegedly uttering 22 false receipts from the Esso Gas Station at mile
2 on the Northern Highway on August 6th in the amounts of $70 each. That’s
another $1,540. She was not charged with failure to comply with regulations.
All three were released on bail of $15,000. We spoke with Davis as he was leaving
the courtroom.

“Really I don’t see much in them, to be frank with you. That
is about all I would say right now.”

“You’re innocent?”
Dwain Davis,
“I am.”
Keith Swift,
“The Mayor says this is like a witch hunt, do you agree?”
Dwain Davis,
“I really wouldn’t want to comment.”
Keith Swift,
“But you feel you did nothing wrong?”
Dwain Davis,
“I know I did nothing wrong.”
Kiran Budrani meanwhile was charged with two counts of failure to
comply regulations. She pleaded not guilty and was released on bail of $3,000.
All four are due back in court on November 5th. It is of note that this morning
Peyrefitte asked that the mayor be released on her recognizance but Chief Magistrate
Margaret McKenzie denied that request.
