...And on Holy Emmanuel Street

The other garbage problem is at Holy Emmanuel Street – an area called “bungulung”. It’s a hotspot where commercial garbage is being dumped and it’s creating a stink for residents. It was cleaned today – most of it. Councillor Willoughby defended his council’s actions or lack of it:

Phillip Willoughby,
“The problem is this it is a low lying swampy area and people would have asked the commercial business and others to throw the garbage on their property to help fill it up unregulated. If the Department of Environment gives you the go ahead to do such things, Phillip Willoughby can’t say a word because they are the legal body. But now that properties have been filled, roads are being put in place, and the commercial businesses are still throwing their garbage in the back there evading the dumpsite and not utilizing the service of Belize Waste Control Limited, damaging the fee probably. We have been before three Magistrates today, the Hon. Hafiz, Hon. Hon. Arana, the Chief Justice- we need to deal with these people who are sniping commercial garbage and are not disposing it the proper way and they don’t take the garbage to the dumpsite and they don’t have right to be operating.

The persons who throw garbage in the bungulung area on Holy Emmanuel Street there is no lighting and so they go any hour at night or early in the morning.”

Jules Vasquez,
“But essentially it is an enforcement issue, you are trying to cast blame all about when your council, hey the spot is not moving, just enforce at that spot. How difficult can it be?”

Phillip Willoughby,
“Again there is poor lighting in the area, I wouldn’t want to say the area is all that safe to place people to try and resolve this matter because you know the nature of the area, the crime and so forth, you have persons there and there are altercations that derive from persons doing this illegal activity. It is impossible to be everywhere and to capture everything.”

Jules Vasquez,
“I am asking you to be at one place, this is one place.”

Phillip Willoughby,
“We will be there but again I can’t put ask my manager without the proper mechanism in place to put our staffers out there in that situation that would create hostility and we will be a volatile one. We recognize the problem, we aren’t running from the problem, this is not just any ordinary talk shop and I am not an ordinary councillor.”

The City Council has told resident sit will clean the area again tomorrow.
