By now you’ve probably all heard about the Crooks Report – that’s
the sweeping review of the police department which was completed in January
of 2009 by Jamaican policing expert Harold Crooks. The 166 recommendations in
the 146 page report lays out a blueprint for reform in the department and has
indeed become the bible for policy and decision makers in the Ministry Of National
Security.
But tonight the news is that the report’s author is wanted by Jamaican
Police. According to a report in the Jamaican Observer, Crooks is wanted by
the police for alleged sex-related offences. It’s no idle inquiry as Crooks
is the former Commandant of the Island Special Constabulary Force. But, Police
launched a manhunt for him over the weekend after he twice failed to turn up
for an interview at the Centre for the Investigation of Sexual Offences and
Child Abuse last week.
Crooks' attorney Vincent Wellesley, told the Observer that “despite
attempts...to persuade his client to surrender to the law, he remained resolute
(that) he would not hand himself over.” Deputy Superintendent Herfa
Beckford, said the police are determined to find him, even if he has left the
country.
National Security Minister Carlos Perdomo who had become familiar with Crooks
during his 6 months in Belize expressed surprise at the allegation and says
he would not have thought Crooks would get into anything like that.
