Still Finding Fraud At City Traffic Department
posted (June 29, 2010)
In April, City Traffic Manager Kevon Jenkins came forward and did an extraordinary thing: he blew the whistle, on the workers in his own department who were fraudulently licensing stolen vehicles. Jenkins lamented that he couldn't get rid of at least one employee - whom - our sources said - had political protection. Eventually that employee was either terminated - or quit - depending on who you listen to. But today, we caught up with Jenkins as he was touring with the Deputy Mayor Philloghby and he told us that the discovery of fraud hasn't finished. Kevon Jenkins, Traffic Manager
"We found out that a lot of things were not paid off especially with stolen vehicles, and upon finding that the stolen vehicles were not paid off, we found at least four more stolen vehicles in the system in the past, within the month of October. We noticed in the last investigation within the Traffic Department; there were a lot of things were not paid off especially with stolen vehicles. All the first entries were not paid off, so what I did was I had the technician give to me a list of all that was not paid off in the system and I went through it, we put measures in the system that everything has to be paid off by the end of the day. What happens is that I have a monitor that lets me know when someone is doing any transaction. I get it right away that that transaction is happening and that it get paid off."

Phillip Willoughby, Deputy Mayor
"I believe that the measures that himself and the IT personnel have put in place in terms of the firewall to prevent these breaches and corruptions, I am quite satisfied with what I have seen and the briefing that I have received."

In all four additional cases, the clerks who carried out the fraud also used the name and driver's license numbers of deceased persons....
