Mentally Ill Man Murdered

In June we told you about the shooting of 39 year old Harry Staine - a particularly disturbing case because the lifelong Wagner's Lane resident suffered form mental illness, in the words of relatives and friends, he comes and goes.

That time, he narrowly escaped death just a block north of his home, but on Sunday night, he was marked for death and killed a block west of his home.

Monica Bodden tried to find answers in this disturbing case....

He was shot in his neck about 2 months ago and miraculously survived- but on Sunday night, 39 year old Harrison Staine wasn't so lucky…

"When I come from work normally I take of him, I bring his food to him, when I reach home I met my sister through the alley think that she went to visit him, I ask her if she is coming to see Harry. She told me that someone just shot Harry and they took him to the morgue. I told her no; Harry is home in his bed because that is how I normally left him."

Staine who is described as mentally unstable - was fatally shot in his face. The shooting took place around 7:30 last night. At the time - He was riding his bicycle here on Berkley Street and was heading in the direction of West Canal.

"It looks like he had just came in, he was doing some work for Dickie Bradley. It looks like he had just came in from buying cigarettes and something to eat."

This is the second time Staine has been shot. The first happened on June 14 - not too far from his Wagner's lane address and just a block across from this murder scene. In that case, he had just gone to the shop when a lone gunman walked up to him and fired three shots - hitting him in the neck.

"He got shot in the neck on South Street about 1 month ago, now again, but this one was fatal, he succumbs to his injuries."

His brother says he still cannot believe what happened.

"My brother did not gang or nothing like that. In fact if you would call him right now he would just walk pass you. He doesn't mess with anybody."

"He was shot 2 times, do you think that it is the area that he live in?"

Kenroy Staine - Brother
"Yes ma'am we live in a very dangerous area. I don't know what to say; Southside, Wagner's Lane, Berkeley Street, George Street all of them just ran close by and it's easy for anybody to come cross here and do what they do. It's very rough."

The family is still trying to figure out what may have triggered the shooting.

"My sister asks me if Harry was a witness when "Trouble" was shot on Berkeley Street. But he did not witness anything to that sort of effect."

"So do you think that is why they shot him?"

"My sister asks me if that is the reason. I told her no; Harry did not see anything. She ask me where was Harry when "Trouble" got shot and I told her that we was at home because we heard the shot."

A week ago 35 year old Ian Arnold was also gunned down on Berkeley Street - in front of his home. Residents of the area says it has become somewhat of a war zone - to the point where most of the lights on the post that line the street side - have been shot up - so there is hardly any light. A police station was located just up the lane at the corner of Plues and Berkeley Streets, but that was turned into a home for the elderly.

"Every time we heard shot in the area every night and to honestly speak every Sunday somebody gets shot around that areas or possible die like what happen to my brother."

According to his family, no one has been detained for the shooting. And while they grieve, the neighborhood is deeply troubled. His was the second shooting incident in the Plues street area in 72 hours - and the second murder of an adult male in that community in a week. Neighbors tell us that everyone knows not to pass Plues street after dark and they are calling for the police substation to be re-opened. That building currently serves as a home administered by the social services.
