Police Crime Ring Resurrected In Cayo?
posted (October 22, 2010)
We probably all remember the April Fool's day crooked cop crime ring - which exposed a ring of police officers working in concert with criminals to carry out robberies.

It was a major revelation but it fizzled as no corrupt ring was established, no hard evidence was generated against the officers who had been circumstantially implicated and the cop supposedly caught red-handed Jermaine Mangar - has had the most important charges against him dropped. The same went for the alleged criminal who he was supposedly working with Jermaine Palacio.

End of story, right? Another event of epic hype thoroughly deflated… v But, not so fast, Jermaine Palacio has turned up in Cayo - and guess what? He was caught doing the same thing! Conspiring with a police officer! Except this time it wasn't PC Jermaine Mangar, it is 21 year old constable Holly Vasquez.

Vasquez appeared in court on Wednesday to join Jermaine Palacio and another man Edward Torres before Magistrate Albert Hoare in Benque Viejo Town where all three were jointly charged for Conspiracy to Commit Robbery.

Here's what happened. According to the Cayo Star Newspaper, at around 8:30 on the morning of Sunday, October 17 a lone male armed with a nine millimeter pistol held up a pair of attendants at Chuc's Service Station On Bullet Tree Road and stole 679 dollars in cash, a cell phone, an ipod and a bike.

Police responded and found 25 year old Jermaine Palacio hiding under some plantain leaves in a yard, carrying the weapon and in possession of the stolen items as well as almost five hundred dollars in cash. Turns out he was waiting for the prearranged get away ride.

Palacio agreed to cooperate with the police by proceeding with the call for the get away vehicle to come, which, arrived shortly thereafter. Two men were inside, Police constable Holly Vasquez, attached to the police Joint Intelligence Coordination Center in Belmopan and 34 year old Edward Glenford Torres, of a Kontiki Extension address in San Ignacio Town. Now, we stress this is the same Jermaine Palacio who - on the night of March 31st. - is alleged to have called constable Jermaine Mangar to a spot on Baymen Avenue in Belize City to collect the proceeds of a robbery.

According to the Star, PC Vasquez avoided the indignity of being locked up with the other two when he complained of an in-grown toe nail and was held under guard at the Belmopan Hospital until he was discharged on Wednesday to join Palacio and Torres before Magistrate Albert Hoare in Benque Viejo Town where all three were jointly charged for Conspiracy to Commit Robbery.

Palacio faced five additional charges being three counts of robbery, one count of keeping a unlicensed firearm for the black Jerico brand 9 mm pistol and one count of keeping unlicensed ammunition for the 10 rounds of live hollow point 9 millimeter bullets found in the magazine. All three were remanded to prison.

So a policeman is in jail on remand for allegedly colluding with a criminal in an armed robbery. Like we said at the top, the story is quite incredible. After all, what are the chances that Palacio would be caught in the act again, and again conspiring with a police officer? On the face of it, its certainly suggests that indeed there could be some coordinated police and criminal collusion.

But then, there's the other fact that the police press office has not even publicized the arrest - when no less than the prime minister was procured to appear at the last press conference….
