It’s a crudely designed but functioning device made from two lengths of lead pipe with a spring. Police know it works, and say that a bullet believed to be from this same device grazed a woman last week. The weapon was found with a 16 gauge cartridge, and a variety of rounds used in assault elves and handguns.

A 16 year old has been detained pending charges.
