Earlier on we showed you the PUC Chairman throwing shade at BWSL. Well, he also had a mild admonition for BEL with their Westlake Generating Station. That's at mile 8 on the Western Highway and when it was commissioned in 2003, it was to be depreciated over 15 years. That 15 years finished on June 30, 2018 - but the PUC that - in its submission to them - BEL kept depreciating the diesel substation at the same rate.
But that's not fair to consumers - who've basically already paid for the substation. Avery explained how they handled it:
They removed 1.5 million from the cost of power because of this adjustment.
As he mentioned, THE PUC will put a value back on the plant for BEL to continue to get a return on depreciation. The new value will be about 20% of the original value, depreciated over 10 years.
Avery says BEL is proposing to switch the plant from diesel to natural gas.
