19 member states, led by the US voted in favor, four against and 11 abstaining, including Belize. Here is video of the vote at the fourth plenary session:

The 11 countries that abstained include CARICOM members Surinam, Saint Kitts and Nevis, Trinidad and Tobago, Belize, Antigua and Barbuda, Grenada, and Haiti.

CARICOM nations that voted against the resolution are Dominica and Saint Vincent and the Grenadines.
From the Caribbean, the Dominican Republic, Bahamas, Jamaica and Barbados voted in favor of the resolution.
