CARICOM is famous for its bureaucracy and one of the instruments of that is the CARICOM Strategic Plan 2015-2019. It, quote, "lays out the strategy for an essential repositioning of the Community to secure the future in a rapidly changing and often challenging global environment."
We don't know about all that…but the CARICOM Results-Based Management System - known as RBM - held a workshop in Belmopan today to sensitize parliamentarians about it. Here's how it works within the Belizean context:

"That strategy focuses on building resilience across social economic environmental technological platforms and as such it pays the precepts of how the community and member states within the community should be strive towards. What the RBM does is provide the tools for identifying outcomes. How this benefits Belize is that because we have embarked on our own growth and sustainable development strategy and is in the process of implementing along the same lines of the RBM and what we do is we use the RBM to inform the implementation of our strategy."
