Most of us don't like to admit it, but we know that - for many - bribes are a part of doing business - especially with local and central government.
But, not for Mayor Bernard Wagner. 7News has seen a copy of a letter where Wagner is returning a "gift" to a Chinese businesswoman who had left a fat envelope behind after a visit with the city administrator Stephanie Garbutt.
Garbutt reported it to the mayor and handed over the envelope which had $2,500 dollars in fifty dollar bills. The mayor promptly wrote a letter to the businessman - cautioning him against leaving such gifts behind - and returned the money.
But he didn't just return the cash, the mayor had his staff write down the serial number of each of the 50 dollar bills - and then sent it all back to the businessman.
He also noted to the businessman that he had stuffed a hundred dollar bill into another city employee's hand after they bought garbage bags from him.
