Mexican Law Expert Discusses Belize’s Prospects At ICJ
posted (October 19, 2018)
And while Faber is personally in favour of going to the ICJ - that's the consensus position of International law experts. A Belize media delegation spoke to one of them today in Mexico City.

Professor Carlos Bernal was the lead advisor for Mexico the only time it went to the ICJ - in a legal dispute with the US - which it won. He also studied international law at Hague academy in the Netherlands - where the court sits.

So, he's steeped in the culture and jurisprudence of the court. Today, at the Mexican Autonomous University in Mexico City, he spoke to a number of Belizean journalists. He says he feels Belize has a good chance at the ICJ:...

Carlos Bernal, Professor of International Law - ITAM
"My feeling without having really studied, I think Guatemala has little, very little rights over what's its doing. Now, like everything it can be negotiated. It can be useful for Belize to give them way out to the Atlantic Ocean near Puerto Barrios. That will be negotiations between the 2 countries. But I don't think there is a legal rights of Guatemala. Guatemala says we do have rights over the land and the territory of Belize. Who will decide? Like everything in the world - a judge. I think Belize should vote and my recommendation is let's go ahead. We cannot live next to a neighbor. You have 2 neighbors; Mexico and Guatemala. We cannot live in a dispute and a controversy for so many years. You have to settle the issues."
