"Alcohol is a factor according to eye witnesses. Are you able to speak about any results of a blood alcohol test?"

ASP Alejandro Cowo
"I know that that is one of the allegations that is out there, however, the police did the process that they had to do. We have to understand that because of the nature of the incident where the suspected driver bled profusely and was losing a lot of blood, the medical personnel advised us that it was not prudent for any blood to be drawn from him."

Reporter
"But what about the option of a urine sample being taken?"

ASP Alejandro Cowo
"Once the medical doctor says we cannot do it, we cannot go against because it is a consent form that has to be signed for us to do that process."

Reporter
"So then at no point will we know if alcohol was a factor in this accident?"

ASP Alejandro Cowo
"No."
