Climate Change Response in Real Time

Time for talk is over according to the 5C's. The latest round of global climate negotiations concluded on a positive note on Monday at the 24th Conference of Parties (COP 24). It was held in Katowice, Poland. These talks are the latest of a series of negotiations under the United Nations Framework Convention on Climate Change which was established in 1992. This has been the most important round of discussions since the COP 21 meeting which birthed the Paris Agreement in 2015. The meeting was convened at a time of growing uncertainty in the international community regarding the fight against global warming. That is because one of the biggest emitters of harmful greenhouse gases, the United States of America, has recently backpedaled on its climate change commitments. But according to a report from the Caribbean Community Climate Change Center in Belmopan, the conference was a success. COP 24 adopted a 133 page "rulebook" for the Paris Agreement which contains modalities and procedures that will set the stage for the implementation of the Paris Agreement. The general take away of the conference, according to the 5C's, is that the Parties to the 2015 Paris Agreement must have most of the tools to begin the implementation of the Agreement.
