Despite DOE Directives, Dion Defiant
posted (January 24, 2019)

And, in an update to a story we ran last night, developer Dion Zabaneh continues to fill parcel 4670, in open defiance of a stop order from the Department of the Environment. Today, sand truck trucks were seen on the lot again, continuing with the fill work that started last week.  We are told that work was continuing right up to newstime - with the aid of construction lights.

On Saturday, Department of the Environment went to the work site and informed Zabaneh that there is a stop order agains the project - which is filling in the sea.  But he refused to comply, and the Department is alleging that he obstructed and assaulted an environmental officer.

The Department says that each day of continued work is a separate offence under the law and the he is being charged for failure to comply with an enforcement notice, commencing an undertaking without environmental clearance and for obstruction and assault of an officer.

But with all that, the Department, it seems, doesn’t have the teeth to stop the ongoing project.  Zabaneh says he is being unfairly targeted - and is only doing what many in the area have already done.
