Last week, the PUP presented its People's Declaration, recommending, quote,
"that Belizeans vote NO to the ICJ."
But, in a tactic most unbecoming a mass party - the Chairman told the assembled media that they would take no questions on this pivotal national decision. Here's what he told us before the presentation last week Wednesday:

"What has been drafted is being called the "People's Declaration." and the party leader will read this People's Declaration this afternoon, followed by a press briefing next week, where questions can be asked."
Well the week is finished and we haven't heard a murmur from the PUP - the promised press briefing hasn't been held. And that is indicative of the tension within the party - which has now taken a hardline against a process first embarked upon by the very same PUP.
And, the party must now find the money to mobilize that "NO" vote - which won't be easy. That is expected to be discussed tomorrow when the PUP has a Party Council meeting. We're told Briceno has already told the big men in the party that they will have to find their own money to mobilize that "No" vote.
