"And if she knows better then it was done for mischief and political purpose. If as long as you are a voter in Belize or in any democracy in the world and you are registered and you get on the voters list, you will be able or can vote whether you have your identification card or not. Because the check and balances of the system will be in the polling station where you vote. A binder will be in there. This binder will have your picture. It will have every information on that card in the binder and you will be able to vote. But what is bad is when the so-called best lawyer in the country will get up at the teacher's conference and say only the man at the back will be able to vote, because he has his ID card, but all of you who don't get your ID cards and will not get it in time for the referendum will can't vote. I believe that everybody will get their ID cards in time, but whether you get your ID card in time, whether you lost your ID card, whether you don't have an ID card, you will be able to vote, because the check and balance of the system will be in the polling station."

Finnegan estimates that in the last election as many as 80% of Mesopotamia voters did not have an ID card.

The second phase for the issuance of ID Cards started today. This is for electors whose application was accepted in August, 2018.
