Man on Border of Two Divisions Says He Can’t Vote in Referendum

As we told you earlier, tomorrow, 148,500 registered voters will be able to vote in the ICJ referendum.

It will be the the first time, in the long history of the Guatemala's claim over Belize, that citizens will decide if they want to take the claim to the International Court of Justice.

But, one Belizean who won't be voting is Clarence Hall. He's a resident of the Fort George constituency, who says that Elections and Boundaries, failed to get his name on the list, even though he went in to re-register over a month and a half ago. He showed up today at elections and boundaries hoping to collect his voter's ID card, and he was told that he cannot participate in the referendum.

He granted an interview to the press to complain about what he says is unfair treatment by Elections and Boundaries personnel. Here's what he had to say:

"This is a serious thing. This is a problem. I am from the Fort George Division, Victoria Street. I voted for the Prime Ministers, George Price and Musa, so I need to do my voting tomorrow. I don't understand why I have to wait until two months time. That's crazy. The young lady looked right at me and told me I can't get my voter's ID until two months time. So, why did she give me this paper."

"Is it only the ID, or you can't vote any at all, period."

Clarence Hall
"I can't vote at all, period, and everything is on the computer. So, I don't understand."

Reporter
"Did they indicate anything to you at all, that maybe there is something wrong with your application?"

Clarence Hall
"They told me that - they went to inquire where I I lived, and I was tell her that I live in 22 Victoria Street through Genus Alley. So, I don't understand that. So, I came to find out what's happening. I am trying to find out what is the solution to this, because I need to vote. I am PUP all the way. I am not shame in my game."

Now, if you look at the receipt, it says, the Pickstock Division. Hall says that he's always voted Fort George, and he thinks that the reason the elections and boundaries officers couldn't properly place him in the right division is because there is confusion about where it actually sits. He's on the border of both constituencies, and in this instance Elections and Boundaries are labelling his place of residence as being a part of Pickstock.
