Cops Look to Mental State Of Mother of Strangled 9 Year Old

Tonight, the mother of 9 year old Danielle Hall is under scrutiny as the likely suspect in the child's death by strangulation.

The little girl was found dead on Friday morning at her Unitedville home. After relatives heard a commotion, the father, Daniel Hall rushed home from work to find his little girl dead and his common law wife, Emily, in an altered state.

But, the Commissioner of police told the media that the DPP will have to decide on charges because of the mother, Emily Ico's mental state:...

Chester Williams, Commissioner of Police
"I have directed my investigators to put together the file and they are going to send it to the Director of Public Prosecutions and we'll be guided by whatever directive she gives in respect of that matter."

"But could you speak in terms of preliminary findings in your investigation?"

Chester Williams
"Well the only thing is that the child, based on the post mortem, died from strangulation. There are still several factors, even if it is that we believe that it is the mother who did it, we still need to look at the state of mind that she was in at the time it may have occurred. And I am not saying that she did it, I am just saying that just in the event that we may believe that, hence the reason why I am saying, let us send the file to the DPP and then whatever directive she gives in terms of that matter, we are going to comply with that."

29 year old Emily Ico is still hospitalized under police guard. A relative says they tried to speak to her but she does not respond.

She was known as a model mother in a stable relationship, a christian, and involved in her village women's group. She was not known to drink or smoke, and was not known to be abusive to her child.

Danielle's funeral will be held tomorrow.
