A man is in a stable condition after being shot an hour ago. IT happened on Pelican Street where 31 year old Joseph Rowland a motorcycle mechanic was shot to the right buttocks. Rowland was standing int front of his house when a vehicle drove by and and opened fire at a friend of his, hitting Rowland.
Notably he was shot four years ago on the very same night.
