"I was on the highway in front of the bus shed because they have some group of people who were campaigning. They ask me if I done register and I told them no and as I tell them I am not going to register, I heard bang when I heard bang I thought it was a car blow but at that time they had a mechanic named fish and he went in his vehicle and when he take off, he just see the bike and he mi done know because they mi d see the man the ride come down and so he just come by the bus shed and hail me and bring me to the scene so I was just on the scene and I see the man down there dead."

The man driving the Honda SUV that knocked down Fermin stayed on the scene but Bowen, felt he wasn't cooperating with the family.

"He did not say anything he was just there watching and I went to go talk to the man and the man no really say nothing. The man had someone else with him and the person, all he the tell me is to talk to police but I want here from them what they have to say and they no want say nothing they are just saying got the police."

Well the police were on the scene and impounded the SUV. Now, the family says they are not sure exactly what caused the accident but all they know is that they lost a good father.

"To be real, I don't really, I can't really say anything about that but all I know in the morning the man took 3 cups of wine and he is not a person that would get high that fast and to say it is wine he is drinking."

Leticia Bowen, Stepdaughter
"I do not know if he was drunk or high or how he was but, my understanding is that he was on his bicycle and they knock him down or which side of the road he was on or what or if he was in a different lane, I was not here."

"He was a good person, he was a caring person, he always help people, always there is you need him, you ask him to do something he will help you."

Voice of: Louis Bowen, Son
"I just was left in shock until the might when I start to feel it because me and the man would be at there, smoking a little weed as usual or in the morning, until this morning because I would get up and give the man little weed before I go to work and the man not even the there so I just have to live with that now."

Fermin leaves 4 children behind.
