But what some do feel is happening that some well connected suppliers are being given special consideration for Ministry of Health supply tenders.
Manzanero has chaired twice chaired the tender committee and we asked him if he got any special directions:

"It persists this allegation that the minister and the now new CEO have people fronting for them in companies that are being favoured for tenders."

"The 2 times I chaired the tender committee I did not get any requests to favor any specific company and I believe the recommendations made when I was the chair, were honored in all instances and that is a public document. I don't know who the owners are of the majority of the companies. They may know who I am, but I don't and I don't entertain anybody in my office or outside my office from any particular company to discuss tender purpose."

"Are there schemes or games within games where certain people are being deliberately enriched by the award of contracts for public supply, for example?"

"Not from my desk. That has never been the situation. As I said when we coded the initial tender, so that the people in the tender committee were not aware who the different companies are."

"Have powerful people ever call you or express an interest that it would be good if X Company were awarded for A, B and C reason?"

"No."
