ACP Joseph Myvett, Head, National Crime Investigation Branch
"There is not much details yet, other than to say that Police responded to information of a road traffic accident shortly before 6am this morning between miles 21 and 22 on the Southern Highway which would be in the vicinity of Santa Cruz Village. Upon the police's arrival to the scene a Hispanic male was seen motionless with severe head and body injuries on the right hand side of the highway when traversing south and a little distance away was a damaged bicycle and a grey Toyota pickup. The driver reported to police that he was south bound and a vehicle coming in the opposite direction impaired his vision with its headlight and in the process he did not see the bicycle rider until he was too close to avoid an accident which caused him to knocked down that individual who so far his identity remains unknown at this time. The driver is detained pending this investigation."

The driver is 37 year old Woelke Jacobs, a Mennonite from Unitedville. He told police that he was blinded by the lights of an oncoming vehicle - and then suddenly saw a bicycle rider in dark clothing in his path, and could not avoid hitting him.
