Chinese Grocer Accused of Beating Boy With Pipe

Tonight a Chinese Grocer has been found guilty of using unjustified force in harming a boy who he claims trespassed in his yard.

In December of 2019, a boy claimed that he was whipped with a plastic pipe by his neighbour to the point of urinating on himself.

The boy and his cousin had been playing with a ball when it went over a fence into the yard of Zho Luo also known as "Andy". The Children asked Andy to retrieve the ball but he refused. That's when one of the boys' climbed Luo's yard to retrieve it. Luo caught him in the act and in response beat him with a plastic pipe. The boy ended up in the hospital for the injuries he sustained.

And today after months of trial Magistrate Stephanie Gillet found Luo guilty of harm. She explained to him that a child even if found guilty of trespassing a child is not responsible for any wrongdoing and cannot be punished if he is under the age of 12.

Luo pleaded guilty to harm. Magistrate Gillett imposed a non-custodial sentence of a fine upon Luo telling him that since he is a first time offender with no previous conviction, she will impose a fine of $750.00 plus a $5.00 cost of court fine of which he has been ordered to pay by February 28. If he defaults on the payment he will spend 6 months in jail.
