And Williams hopes that an informal amnesty for those who surrender their guns will help the City's criminal elements to act more like what he calls "human beings."

"Well I would hope that they keep it that way. If it is that they keep it that way then it is good for all of us I would like to see us as a co-existing society. We cannot have people among us who display behaviors that are compatible with ordinary human behaviors and all we ask of the gang members is to display behaviors that are consistent with regular people and if that happens then they'll be no issue with us."
