Of course, if you promote all grades, then why would any student have the incentive to study? After all - even though the school year is NOT finished - they already know that they are advancing to the next grade. We asked the Minister about this via video conference:

"Are we sort of abandoning something that is really integral in the system which is that those who work the hardest and try the hardest should be promoting and those who do not should not be."
Hon. Patrick Faber, Minister of Education
"Yes, we want students promoted. Yes, we want them to go on to the next level, but we are saying let us do everything that is in our capability - everything that is within our power to get the students fit and ready to move on to that other level. It not saying lets push them on and in fact what it is that we are saying even in this time where we can't do any better is do your best to put to the students whatever you can in order to better equip them to face the new year. Do whatever you can. We are not just saying promote them just like that."
