So, police say they can prove they had no blame for any physical injury, and the officer who did wrong will face tribunal tomorrow. But, Commissioner Williams didn’t end there. He went on to lambaste Roca’s family for how they treated him - and claim that they should look at themselves in assessing blame for Roca’s death:

"Now what I have to say might may not sit well with some people but, I believe that fair is fair and we must call a spade a spade. There is much within the public domain to be said particularly about the police. Mr Roca have family members, I looked at the video with Mr. Roca in terms of when his body was taken from the home in Willow's Bank and it makes we wonder, if in fact he had any relative who cared about him because the condition under which he lived was surely not one human being should be living under and during our investigation, we came across a video with his family members cursing him, telling him, to hell with him, telling him they do not want to see him around and he should leave their home and for all they care he can go into a hole and just die and these are the same people now, who are crying foul in the media, pretending to have cared about Mr. Ulysease and the word said in that video to that young man, would destroy anybody. It is just so sad, as a matter of fact I got complaint from police officers in Ladyville that one night recently, Ulysease showed up at the Ladyville police station and he told the police his family members in Belize City had beaten him and chased him away and he walked to Ladyville police station and he asked the officers there if he could spend the night there and go on to Willow's Bank the morning and the officers allowed him to stay at Ladyville police station because of the fact that his family according to the officer, beaten him and chased him away. That is not how you treat a human being right? And so the family members want to be upset because of what I'm saying, I don't care but it's the truth and the biggest person who failed Ulysease, are them."
