And more than just guided by evidence, Manzanero says the public health directives have to be guided by practicality - and as he alluded to just now - exercising with a mask may not be the most practical thing. We asked him about how he would cope running with a mask because we've known Dr. Manzanero to run competitively in marathons:
Reporter
"I can't imagine that you can run a long distance with a mask, inhaling what you are also exhaling, it's unhealthy. Apart from being oppressive, it's very unhealthy."
Dr. Marvin Manzanero, DHS
"I can barely run with a mask. I can't picture myself running with a mask. That's definitely something that we will make a recommendation on."
There's no word on when those new recommendations will go into effect - but when they do they will be in another statutory instrument - among that dozens that have been drafted since late March - later on in the news - we'll look at the curious legislative sub-history of the COVID response.
