San Pedro Officials Overstep?

Are San Pedro's local authorities going beyond what the law allows in their zeal to keep their island COVID free?

The town board has set up a screening desk for persons leaving the island where all water taxi passengers are required to fill out a COVID 19 prevention screening form. It asks travellers all kinds of information, like where they came from and where they are going and what is the business of their trip. We are told that based on the answers travellers are permitted to get on the boat. They need to determine that passengers are travelling with a purpose.

Now, under state of emergency regulations that is permissible for police to ask, but multiple persons have told us that no police are at this desk - only two council staff - who have no state of emergency powers.
