Holders OF Public Special License Sell Food, Not Drink
posted (May 18, 2020)
And so now, here's the change: those establishments with a public special license - which are usually bars - can now open up - but they have to sell food, and that food has to be the main attraction - not the drinks. Here's the AG:

Hon. Michael Peyrefitte - Attorney General
"If you hold a publican special license you will be able to open, but you must operate as if though you are a restaurant. So even though you can open and you have a publican special license for now you can only serve you liquor with food. If you have a publican special license and you were not serving food none at all, you need to start to serve food now or you have to remain close. It's as simple as that. I repeat, if you have a publican special license, you can open but you must operate like a restaurant. Last week we said don't get cute, let me give you a scenario: if you have 4 people around a table with one dish of ceviche and 5 bucket of beer, then clearly you are not operating like a restaurant, you are operating like a bar. You will be closed down. If you do that and the recommendation will be for you to lose your licensed, because over the weekend too much slack behavior occurred and listen, a second wave of Covid-19 is all but eminent and people are being too relaxed and too reckless."

Dorian Pakeman, Press Office
"Basically I can have a beer with my ceviche, but not ceviche with my beer?"

Hon. Michael Peyrefitte - Attorney General
"Pretty much."
