Making Sense Of The Diplomatic Domestic Quarantine

And while Belizeans who came back are in quarantine centres - as we told you last week - Guatemalan diplomats who came across the Western border were allowed to quarantine at home.

Dr. Manzanero explained the legal basis for this, and also examined whether it is sound from a public health perspective:

"The Vienna Protocol, I might be wrong, but I think that's the name, that speaks to specific people who are holders of diplomatic passports and how they are allowed to travel in and out. What I can tell you is that this has happened from February before the border was closed we had diplomats coming in who followed the routine public health procedures; people would be check up at home and again this is not a vast amount of people. I know that's what has happened with a couple of diplomats from Guatemala who were allowed to go. They need to be check up upon arrival, they need to be quarantine facility is check at home and then they can be check based on public health laws if that is what is warranted. Understand that it's not only the diplomats that are being ask to quarantine home. We have a family from Benque that's coming in today. This gentleman has prostatic cancer. He is going to be allowed to quarantine home because he is not going to go to a quarantine facility. So we have in that 57 number that I gave you people who are being ask to stay at home because they are cancer patients or they are undergoing radiotherapy, chemotherapy, so we are making provisions for that."
