"I think the eventual wave is going to be 2 waves we are thinking of now. One one is the illegal entry points, thats a little bit more scary because those are uncontrolled undetected, people arriving when you don't have a clear mechanism and you don't have no kind of testing being done, but even so, a tourist may be easier to track when you think about it, than anybody who was doing the illegal entry situation, because we are now in a heighten surveillance, you know when somebody is arriving and when somebody is leaving and you try to piece that together."
