And, if you still have any doubts about the police rules of engagement
when it comes to using deadly force, the Commissioner made it clear
today that he tells his cops to shoot first, when facing a threat:

"When I speak to my officers on a daily basis, my thing to them, you first,
you second, you third, you fourth, you fifth is the way you have to think
about a criminal. If you are under attack, you are under fire by anybody,
do not hesitate. The law makes provision for you to make what is called a
pre-emptive strike, which means if you believe your life is in danger by
any person, you can if you have the upper hand, will take it. Don't wait
until the man take his gun and point it on you before you shoot because you
might not have that chance to shoot."
