And reporting from the community is what led to the detection of the
current cluster of 7 cases coming out of Blue Creek village. That
village and its neighbour San Felipe are now under a state of emergency
lockdown and curfew.
The Police Minister and Attorney General says that they were left with
no other options:

"We had to seal it off. We had the declare the area a public emergency: San
Felipe and Blue Creek in particular, and another Senator was telling me
that maybe we need to do the same for Santa Cruz because that's also an
issue. But, these communities have been sealed off from the rest of the
country, because we have to do our mapping and testing within that
community, to determine how many people are COVID-19 [positive], if
possible, and what do we do in order to isolate them so that they do not
infect the rest of us. It's going to be inconvenient. It's going to be
wailing and gnashing of teeth by these communities, but let's be full and
frank, some of the residents of these villages are the ones who brought
this on themselves. We tell people over and over and over, Don't go to
Mexico. Stay away from La Union depending on the spread."
