That's what we asked, and here's what the commissioner said:

"Let me say that Mr. Dawson is not known to be a ill-discipline person. As a matter of fact I think sometimes he is too discipline, he is too rigid. He is not known to be a rebellious person either and so I myself was shocked that that did not occur and he gave his explanation that he tried to communicate with Mr. Arzu who was the ground commander by way of phone, but I guess Mr. Arzu was busy and he didn't hear the phone ringing, so Mr. Arzu did not pick up the phone and he had to go and deal with something and by the time he went and deal with what he went to deal with, ruction was already beginning at Port of Belize Ltd. and that was when I called him back and said I am being told that shots are being fired at Port and he tried to get back there and by that time the damage was already done."
