And while even that January forecast may be optimistic because of the way the COVID infection rate is going in the US, the PM says that all attention has to now be placed on August to at least make a start:

"I think you have to look at it that it is a start because if we waited until we could amass more funds the enterprises would have been bleeding out. So we decided, let's make a start with what we have and we are able to assist with what we have. Everything will not fall into place. The situation is very fluid and we have to be able to deliver as soon as possible."
