And, for those who favour a total lockdown - especially of the north -
the Prime Minister stressed that government must weigh the impact of a
total lockdown on the economy and national life:

"While we have to act, we don't want to overreact or to go too far too
fast because if for example, we lockdown the entire country, we all
know what that means in terms of bringing economic activity to a halt
in terms of collapsing further government revenues, we're got to try to
maintain as much as is consistent with our paramount concerns about
health, we've got to maintain as much activity as we can, so that we
can deliver the goods and services to the people. So that those that
drive the private sector are not prematurely cut off, it's a huge deal
when you lockdown completely."
