And then there is the amendment to the Customs Regulation Act, which was also passed in the House. The change removes the fines that a border jumper and his or her customers would have to pay if they are caught with contraband items. Since today's amendment, if you are caught with illegal goods from across the border, you are at risk of mandatory imprisonment. The policy change is that the end-user of these contraband items is as guilty as the border jumper who broke the law and left the country illegally.
